Improved Handling of Non-Crew Data WarningsIndicator

As announced previously on July 25, 2013, submissions containing invalid or otherwise erroneous non-crew (i.e. passenger) data would be rejected, necessitating correction and resubmission.  The Coast Guard has determined that a temporary downgrade of these rejections, to the level of warnings, is needed to allow industry submitters more time to implement the necessary changes.  The grace period will extend to a minimum of 30 days after the Coast Guard has provided clear instructions for implementing non-crew (passenger) information format expectations.
