eNOAD

  • What is an eNOAD?
  • The USCG’s eNOAD transmission format or the XML transmission format for vessel carrier transmissions are the stand alone preferred methods of submission. The eNOAD website https://enoad.nvmc.uscg.gov is a web-based application that has been developed by the USCG in cooperation with CBP. The XML format allows transmission of required information by email attachment. The body of the email should not contain arrival information if using XML attachments as the NVMC does not review text contained within the body of the emails sent to enoad@nvmc.uscg.gov for automated processing.


  • What happens after I submit my eNOAD?
  • Upon a successful submission the email contacts listed in the Reporting Party and the 24 Hour Point of Contact information sections will receive an email stating that the eNOAD submission was received, but not yet processed.  Additionally, a confirmation number is provided in the receipt email that can be used for tracking purposes by the submitters.  Upon processing, if the submitted eNOAD contains all of the necessary information, an email is sent to the same email contacts stating that the eNOAD has been processed and is complete.  If it is deemed incomplete, an email is sent that identifies the incomplete information which must now be provided by the submitter.  If the missing information is not  provided via an update the possibility exists for delayed or denied entry into port.


  • Why am I locked out of my eNOAD account?
  • The account will be locked if there is no activity registered in a 45 day period.  The account will also be locked if the password is entered incorrectly three consecutive times.


  • Why did I receive an automated rejection message?
  • Submitters of an eNOAD  will receive an auto rejection message if certain business rule violations are detected.  An automated submission process manager email will be generated with a list of business rule errors, and warnings.  The list will pinpoint each problem that is causing the submission to fail.


  • What is the term eNOAD?
  • eNOAD is an acronym for " electronic Notice of Arrival/Departure" consolidating the two separate acronyms of electronic Notice Of Arrival (eNOA) and electronic Notice Of Departure (eNOD) for ease of reference in these subjects areas.  The acronym eNOAD is utilized throughout the Frequently Asked Questions (FAQs) subject areas in overall reference to arrival and departure submissions that are submitted electronically.  Please refer to the question "What is an eNOAD?" for a detailed explanation.  The eNOAD FAQ section is specifically for questions pertaining to the electronic submission methods and not for regulatory reporting requirements.  As appropriate arrivals and departures will be addressed separately otherwise the term eNOAD will suffice.


  • What are the benefits of utilizing the eNOAD submission process?
  • The eNOAD application provides an easy-to-use and efficient method for reporting the vessel arrival and/or departure information required by the USCG and other Federal agencies for vessels visiting U.S. ports.  It provides a means for managing and storing recently submitted company, vessel personnel, and arrival information.  Additionally, this eNOAD application allows a previously submitted eNOAD to be updated and a partially completed eNOAD to be saved and submitted at a later date.  Utilizing these features makes completing and submitting subsequent eNOADs faster and easier.  Any NOA and/or NOD submitted via the eNOAD application constitutes the official NOA and/or NOD, and duplicate submissions through other means are not required.


  • Can I use the same GUID number for all my scheduled U.S. port arrivals?
  •  No, the GUID (globally unique identifier) number (Notice ID Number, Confirmation Number) is meant to be used for a single port arrival only.  The number is an identifier for a specific arrival/departure record.  An "Initial" eNOA file should be submitted for each U.S. port arrival.  An "Initial" eNOD file should be submitted for each departure from the U.S. to a foreign port.  Updates should always include the GUID number generated for a specific port call or departure.


  • Can I reuse the same GUID number within the same Captain Of The Port (COTP) zone?
  • Effective March 24, 2015, updates that include a port change by vessels not carrying CDC’s will update the original NOAD record as long as the new port is in the same COTP Zone hence a new Confirmation Number will not be issued. Vessels that are carrying CDC within a COTP zone are still required to send a new Initial Arrival for each new Port within the COTP. Whenever any vessel enters a new COTP Zone a new eNOAD must be submitted.


  • What is a GUID or confirmation number and when do I receive it?
  •  A GUID (Globally Unique IDentifier) or confirmation number is an identifier for a specific arrival/departure record.  A GUID or confirmation number is received in an email by the contacts listed in the Reporting Party and the 24 Hour Point of Contact information sections after an "Initial" arrival/departure is filed.  If any subsequent updates are made to the arrival/departure, the same GUID  or confirmation number will be provided in each receipt.


  • How do I unlock my account?
  • If the account is locked, click on the "Forgot Password?" link on the eNOAD logon page.  Enter the username for the account and click Submit.  An email will be sent to the account holders listed email address which contains a link to update the password for that specific account.  If the user still is unable to log into the account then the NVMC should be contacted for assistance.


  • What do I do if I forget my password to my eNOAD account?
  • If the password has been forgotten, click on the "Forgot Password?" link on the eNOAD logon page.  Enter the username for the account and click Submit.  An email will be sent to the account holders listed email address which contains a link to update the password for that specific account.  If the user still is unable to reset the password then the NVMC should be contacted for assistance.
