Hazardous Conditions/Non-Operating Equipment Requirements

  • To whom should I report a notice of hazardous conditions?
  • If the vessel has a hazardous condition either aboard the vessel, or caused by the vessel or its operation, as per 33 CFR 160.216, notification must immediately be sent to the nearest Captain of the Port (COTP) or U.S. Coast Guard Sector Command (Compliance with this section does not relieve responsibility for the written report required by 46 CFR 4.05-10).


  • How do I request a deviation to enter a port for non-operating navigational safety equipment?
  • The process for requesting a deviation from the regulations regarding non-operation of navigational safety equipment can be found in 33 CFR 164.53.


  • What is considered non-operational equipment and where should I enter it upon the NOAD?
  • Any equipment that is required under 33 CFR 164 that is not functioning properly should be reported.  The operational condition of the equipment is to be entered on the 'Vessel Details' tab.  There is a field listed as "Operational Condition of Equipment", select "Not Operational".  Enter the non-operational equipment in the "OCE Discrepancies" field.
